İzlem Oktay is a festival professional, cultural producer, and project consultant with over 15 years of experience in arts, culture, and international film festivals.

She specializes in festival management, international programming, project development, strategic partnerships, and cultural collaboration, working with festivals, cultural institutions, filmmakers, and independent organizations in Türkiye and internationally.

In 2023, she founded SisCo, an independent cultural initiative developing festivals, educational programmes, and international cultural projects. Through SisCo, she designs collaborative initiatives that strengthen cultural exchange, support emerging professionals, and create sustainable opportunities within the cultural sector.

She holds a BA in Management of Performing Arts (High Honors) from Istanbul Bilgi University and an Associate Degree in European Union Relations.
